It's been a while since set up a 7961. If this is a one-off you might be able to get it to work, if you don't mind spending some time doing so.
Create the configuration file, as if the set were being deployed locally. Manually edit the file, changing the server IP to that of the SBC. You may also have to change the IP of the set to match the range on the remote network. You would then have to put the file in a tftp server, and have the set upload it.Don't do this on the same network as the 3Cx server. Be certain to edit out any reference to uploading a configuration direct from 3CX. (It's been a while since I went over the configuration file)
Those steps should, in theory, work, but no guarantees. Getting them is implemented to be the tricky part. Unfortunately, those sets do not have a GUI.
If you insist on using an unsupported set, but one that is much easier to configure, look for a Cisco SPA525G.
