I have bound an license to a FQDN from 3cx but i want to use a local FQDN and DNS now, however when i use the same license by an install it won't give me a choice anymore.

Is there a way to remove the FQDN from the license?

Yes, you have to open a ticket to the support and ask for the unbinding.
That's the only way

I thought you could release the FQDN from the license in the partner portal.
But i only see our license (and can release it) and not that of the customer.

If you have access to the 3CX portal for that user, https://customer.3cx.com/ , you will find a option to release the FQDN

Partner logins do not have this option

When you register the license, you fill in the end user details with an email address - the client portal info gets emailed to this address

You do not create the client portal, it is automatically done for you

I see the license under license in my own customer.3cx.com but i dont see where i can unbind it.
Does the server need to be online ?

I checked and its the e-mail adres of us (for that license) but i didn't recieve an e-mail with info.

If you have not received an email with the credentials then you need to contact our costumer support department so they can try and help you. Check your junk or spam folder before doing so though and make sure that the email has not been misplaced.
