Limit Barge, Listen, Whisper

Is there a way to limit a user, so they can only barge/listen/whipser to only users in their queue?

Just edit the user and check the Rights

Shadi, I know how to enable it. But I want to give users that are training the ability to whisper/barge for others in the same dept, but prevent them from barging in on users in other departments.
