Limit the number of calls when "Accept multiple calls" is checked?

Is there any way to limit the number of calls when "Accept multiple calls" is checked? For licensing reasons, I want a phone to be able to accept two calls, just like normal POTS call-waiting, but not more than that. It can either give a busy signal or send to voicemail.
 
a call in ringing is free, so dont worry about your SC in this moment. Only when the user takes the call it is "counted" vs your SC limit.
 
But what if I don't want them to be able to take the call, and only send to voicemail? I'm worried people will take a call, put on hold, take a call, put on hold, take a call conference them all, etc.
 
Give them 2 line phones :P
 
Exactly. The set can only take as many calls, and place them easily, on hold, as you have line keys to ring. Beyond that they may get a call waiting tone (some sets may be configured otherwise), which they can ignore, and let the call go to voicemail.

If the person, at that set, is that busy (like a receptionist), then it is time to consider deploying a second person, to help deal with all those calls.
