Local vs Long-distance outbound rules

We have a location in a specific area code, and local calls within the town require only the area code. All other calls require a 1 in front of the area code, including calls within the same area code, but outside the town. Is there a way to specify that local calls don't have a 1 but others do, even in the same area code?

Currently I have outbound rules in this order (area code 234 for an example):

1. 7 Digits Local: No prefix, length of 7, strip 0 digits, prepend 234
2. 10 Digits Local: 234 prefix, length of 10, strip 0 digits, prepend nothing
3. 10 Digits: No prefix, length of 10, strip 0 digits, prepend 1
4. 11 Digits Local: 1234 prefix, length of 11, strip 1 digit, prepend nothing
5. 11 Digits: No prefix, length of 11, strip 0 digits, prepend nothing

If for example the area code is 222 and the local prefix is 555 (there could be more than one, and rules can be adjusted to accommodate) You could have rule local (10 digits), numbers starting with 222555.
Put that rule ahead of an 11 digit rule for numbers staring with 1222. Rules are read from top to bottom, so , you want the more specific rules ahead of more general rules.

You could also include a rule (11 digits) 1222555, strip the 1, for those that try to dial a 1 for local calls. That rule would go before the "general" 1222 rule to catch local calls.

Is there a way to make it less specific, so I don't need to hunt down and configure all these options, or is this the only way?

I wouldn't worry about 7 digits numbers if 10 digit dialling has been introduced, and is required, in your area. People should be used to ( or get used to) dialling 10 digits.
