Login refuses to work, even after reinstall

I am having trouble logging into our console for management.

I have done a reinstall of the entire system (standalone machine, debian), changed the username and password admin login, and restored a backup, and still it refuses to let me login using any details?

Help?

EDIT: Upon reinstall, It seems you cannot change the username and password even if you fill the boxes in it retains the username and password from the backup.

When you restore a backup the username and password are restored from the backup so even if you created a new install with a new username and password once you restore your backup the old username and password is applied. If you apply the wrong password 3 times the management console will then blacklist your IP and you will have to wait or try to login from different IP.
