Long Distance and Toll Free Number

I have a client asking how can restrict user from dialing long distance call but can dial toll free number.

You would have to do away with any outbound rule that allowed "regular" long distance (based on digit length only?), then add rules that only match numbers with toll-free "area codes".

If some users were allowed long-distance, you could include rules that only applied to their extension numbers, or, required a special prefix, only known to them.
