Modifying caller ID based on outbound rule for 911

Im trying to configure 911 calling on our PBX and running into some issues as we have more than one site. The way E911 works with our SIP provider is depending on the outbound DID they attach an address to the call. This would be great if everyone at every site had the same number, but as they dont I want to make an outbound rule that if 911 is dialed from group 2, set DID as xxx and route through provider A. How would I go about doing this?
 
I dont really see any answers in that post on how to pull this off.... Surely there has to be a way to do this?
 
The current way is to have multiple trunks and use extension groups to send 911 calls out the trunk with the matching CID. The new way is outlined in the link above and is currently available in Update 5 RC which should be released RSN.
