Moving Inbound and Outbound Rules to the top

We have 300+ rules, every time I add a CID rule it puts it at the bottom. Is there an easier way to add CID rules to the top, instead of hitting Move Up 300 times?

Export, delete all, add row at top of csv, reimport.

Probably the easiest way unfortunately.
