new installation failing firewall test

Built a new VM installed v18 configured 3cx restore from back up (w/o license). Mirrored the access on the firewall. Bombs out on port 5060 and the ones following it. Makes no sense. anyone else have issues with this? Server 2016

When you say firewall do you mean the Windows host firewall or the network firewall or both?

Both as the windows firewall is off in both instances

Are you using the same LAN IP address as the previous system or a different LAN IP? If it's different, did you update the NAT or Port Forward rules in your firewall? If it's the same, did you turn off the old server?

Different server with a different IP. NAT and Port forwarding rules have been updated. the old server is still on because its running the phone system. I dont wanna turn off the light prematurely. I understand that they cant both run at the same time but I thought it would at least be able to pass the firewall test. Everything passes else is green except connection to the media server and the Ports 5060, 5090 and then the following 9000 set and beyond.
