I've taken a look at VAD and I'm fairly sure it a little too code-less to be useful (to me at least.)

What other development tools are there for 3CX?

Depends what you want to achieve.

There are APIs for integration with external applications (like CRM) and generally you can control calls in your 3CX system in full extend (search the blog / forums).
