Sanity check here.

I didn't set any office hours, but I did set some holidays. Calls were coming through as if we were open based on what the inbound rule dictated.

If I don't set office hours, am I always open every day throughout the week?

If I only set one hour on a Monday and don't configure any other days, am I closed the entire week except for that 1 hour on Monday?

That is correct.

https://www.3cx.com/3cxacademy/videos/intermediate/time-day-routing/

But it also depends where you're specifying your office hours / holidays.

If you specify office hours in the SIP trunk then it overrides global hours.

Under Trunks and Inbound rules there is an option called "Play holiday prompt when it's a global holiday". If that is set then during Holidays the call will be forwarded to the HOL IVR and the message set there will be heard by the caller. If the option "Play holiday prompt when it's a global holiday" is not set then calls will be forwarded to the Out of office route of the Trunk / Inbound rule and you can have different IVR's for each Trunk / Inbound rule that play different messages.

Thank you. I'm aware of the distinction between the global office hours, trunk specific office hours, as well as holiday and extension specific hours.

However, in the documentation and link you provided it explicitly says:

All other times will be considered as out of office hours. Please note that you will not configure out of office hours on the PBX. These will be implied, based on the configuration of the Office hours.

The language there tells me everything that isn't explicitly set to Office Hours will be considered Out Of Office. Therefor if no office hours are set at all, all times would be configured as Out Of Office. When in actuality, it appears everything is defaulted to Open/Office Hours until you set an Office Hour. Then everything defaults to Out Of Office if it isn't Office.

No configured hours = Open
anything configured = Closed when not specified.

It would be nice if the documentation was as clear as you just put it. However, in fairness, I'm sure it's not common for anyone using 3cx to set NO office hours at all. Thank you for the sanity check!

I would guess they probably want the default for a new install to be "it works!" rather than "all calls go to voicemail."

Sounds fair to me!
