Solved Notification on Extension Creation

Just found out that when I create a new extension, an email is sent out automatically to that user. Problem is, we have not cut-over their DID's yet and this is confusing people.

Where can I turn off this setting and just use the manual "Send Welcome Email" selection?

Management Console - Settings - Email Settings , click on Notifications Tab

This gets me every time, I setup a new installation
