I would like to sync just my Contact (not my Office 365 Users), is it possible?
Why I cannot ADD o EXCLUDE users in Sinc Contacts?

Have you created the app in Office Dev Center, as specified in the docs?

You should get a list of users even without syncing them. I do this to sync only contacts and calendar.
