Office / Break hours for soft open times

I am having a bit of trouble getting a soft open diversion to work properly

After researching I came across this thread :

Saying I need to set an extension to follow the office hours scheduling , but I cannot find this anywhere when editing a user , is this something that has changed since January this year ? or if it is somewhere else where do I need to go to do this?
