One extension cannot ring one other extension

I have an extension, call it extension 516, which cannot call or transfer calls to another extension, call this one extension 501.

Both extensions can call anyone else, and both extensions can receive calls from anyone else.
Extension 501 can call extension 516.

Extension 516 has been swapped for another IP phone for other reasons.

Extension 501 is a Yealink T54W, extension 516 is a Yealink T29G before and after it was swapped.

What is the firmware version?
You are not able to transfer external calls only?
For example, testing internal calls transfer only, the issue is the same?

Extension 501 Yealink T54W fw: 96.86.0.77
Extension 516 Yealink T29G fw: 46.83.0.136

System is running version 18.0 (Build 20), though the V18.0 Update 9 A will be going in this weekend.

All calls, external or internal.

My apologies for the slow reply. The customer was involved in a major issue and this problem ranked lower on his priority list.

516 you cannot:
Ring ext 501.
Do an internal transfer to ext 501.
Do an external transfer to ext 501.
