Solved Outbound Dialing Rule

Help!
I created an Outbound Dialing Rule for my users.
In the "Calls to numbers starting with prefix" I have "+011,+1,0-9"
I am wanting to allow international dialing with the 011 44 xxxxxx number but when I try dialing I get "call forbidden by administrator"

I am also using Telnyx as my SIP provider.

What am I missing?
I do not want any restrictions on Outbound Dialing, so do I need a rule at all?

Please clarify if you have multiple outbound rules configured.
If so, please provide us with a screenshot of the outbound rules section(hide sensitive information) and a screenshot of the newly configured outbound rule.

I can make 1.xxx.xxx.xxxxx calls no issues.
 
Please clarify why are you using 3 routes in the Outbound Rule? The extra routes are configured in the outbound rule as a failover in the case the first route fails and the Phone System will try to use the second route for the outbound call.

In case you want to configure the outbound calls based on the departments(I can see Telnyx IB Tech, Telnyx IB CS), you will have to create an outbound rule for each department.

Additionally, try changing the "Calls to numbers starting with prefix" section with '011' and try to make another call.
If you are unable to make the call, this means the issue is not with the Outbound Rule.
 
I have 3 routes in the Outbound Rule. If someone is making a call, I wanted it to be sent on the 'Telnyx IB Fax' line. Then if someone else make a call at the same time, I want them to use 'Telnyx IB Tech' line since the 'Telnyx IB Fax' line would be busy.

Is that the correct setup? "Calls to numbers starting with prefix" section to "011" and tried to make a call to 1-250-xxx-xxxx (my cell phone actually) and the voice prompt (lady's voice) says "Called number does not exist".
If I set the prefix instead to "011,1", then I can make the 1-250-xxx-xxxx call no issues.

However, any call like this one: 011 852 2389 xxxx fails with the same lady's voice saying "call forbidden by administrator".

Please note that this is not how multiple routes work in an outbound rule and this setup will not work the way you expect it to.

When the "Calls to numbers starting with prefix" is configured as 011 it will not match an outbound rule when you try to make a call to 1250xxxxxxx.

OK, but "Calls to numbers starting with prefix" is configured as "011" does match the rule if I were to call 011 852 2389 xxxx, but the call fails with with the same lady's voice saying "call forbidden by administrator".

No matter what I do I cannot call 011 852 2389 xxxx. I tried looking at the examples, but again no matter what I do it simply does not work.

If the prefix is "011,1" then I can make the 1250xxxxxxx call no issues. But I cannot make the 011 852 2389 xxxx call.

Since the outbound rule seems to be configured correctly, but you still can make a call to a 011 number, I will advise you to open a ticket with 3CX Technical Support in order to troubleshoot the issue further.
 
OK, I solved the issue!
Under 3CX Security...Allowed_country_codes, I had to choose the allowed countries.
This is why the voice prompt said "call forbidden by administrator".
The Outbound Calling Rules now work as expected and the way I set up the rules is fine.
The rules allows for a roll-over in case the line is being used.
