If I dont specify the Department in outbound rule in 3CX v20, does it apply to all departments or to none?

If you don’t specify a department and only define other criteria, such as the length of the dialled number or specific prefixes, the rule will automatically apply to all departments. This means any user or extension that matches the specified conditions—like dialling a number with a certain prefix or a specific number of digits—will follow the same routing logic, regardless of their assigned department
