Outbound rules question

We have it set to use a prefix of "9" to dial out. Does that 9 get included as a digit in the "calls to numbers with a length of" section. So if we dial 7 digits locally, and I am setting up a local route...do I actually tell the route its for 8 digits?
 
I figured out that the 9 is included in that value
 
It would make sense as that it the number of digits dialled by the user and on which the outbound rules, act. It's not until after the rule, then the actual route (trunk group) is determined, that digits are stripped or added.
