Outbound rules question

I have set up several outbound rules so far for things like 10 and 7-digit dialing, however I am having trouble returning a missed call that came through with a + in front of the number. I have tried making a rule that matches 12 digits, or looks for a + prefix and strips one digit, but to no avail. Other missed calls I return that came through without a + work just fine. Is there a way to do this?

Here is the activity log. For privacy I have changed the phone number to a fake +14445556666

That may be the solution you are looking for.
 
You can also strip the +1 on all calls coming in.

In the prefix portion, you can also use the 'wildcard' in front of the 1. such as. eg. *1 - 'starting with'

then route the number through your provider and strip 1 digit or 2 depending on your call setup.
