Hello,
I want to set up an outbound rule where when the extension caller adds 9 to the number it uses one trunk and when the caller uses 8 before dilling, it uses another route. I don't want the 9 and 8 to be added to the phone number when the PBX transfers the call to the SIP Trunk
How can I do that?

The 8 or 9 will be "added" when someone dials using that prefix, the outbound rules then matches the full number. You would have to explain how the transfer is being done.

You will need to create 2 outbound rules, one for each prefix. It the first outbound rule you will add "9" to the "Calls to numbers starting with prefix " field so every number that starts with 9 will be routed through that outbound rule.
In the second outbound rule you will add "8" to the "Calls to numbers starting with prefix " field so every number that starts with 8 will be routed through that outbound rule.
You will select the desired trunk for each rule and next to the trunk you will select to Strip 1 digit. This will remove the "8" and "9" prefix from the numbers before the numbers are sent to the provider.
