Can we make password protect for Outbound calls ?

E.g. UK Premium number: 449xxx xxx xxxx

We want to give password protect for this particular number. If any extension making calls to the above number, it should ask password and then it should be getting connected. We have checked with 3CX support and they have asked us to post this feature in forum. Please refer this ticket number ''568918''.

In the meantime you could create two outbound rules for that number range. One to block calls, and one that requires a prefix, given to individuals that require access. That later rule could even be restricted to certain extensions.
These rules would be placed above the "general" rule. The prefix could be changed on a regular basis if required. You could still check to see who was using/abusing the number to discourage sharing the prefix.

Here is a crazy idea, and way more work than can be justified, but for fun...

You could build a watcher service that subscribes to the 3CX call events (using the 3C Call Control API). This service could monitor for attempts to call a number (or list of numbers). If someone attempts to call a restricted number, you could divert the call to a Call Flow Designer application that prompts for the password, and then if authenticated forwards the call to the desired number. There are a lot of moving pieces in this approach, but I'm confident it could be done if it is important enough to justify the effort.
