Is there any way to assigning a specific port to a specific phone or phone button . I know it assigned virtual extension ports but I cannot figure out how to do this. I tried outbound rules but it only has a selection for the Patton it does not breakout by port.

You would have to set-up the gateway, so that each PSTN line (port) was a separate trunk group. Four groups with one member each rather than one trunk group with four members. Some gateways allow for this more simply than others, and may require manual provisioning. Once you've done this you could then set-up outbound rules so that certain extensions would use certain trunks.
