PBXExpress roadblock

I am trying to test PBXExpress and using our own AWS account. I have created the user in IAM and setup the policy permissions AmazonEC2FullAccess for the user. When I get to the step "Cloud Provider" I am getting this message when choosing the instance type and clicking next.

Error: The specified instance type can only be used in a VPC. A subnet ID or network interface ID is required to carry out the request.
In order to create virtual machine, you need to grant policy 'AmazonEC2FullAccess' to the user and have available limits of running instances.
