play a recorded message to inbound calls where caller id is withheld or not known

Is it possible to use 3CX to create a rule that will play a message to anyone calling who has withheld their number (or no caller id is available) ?

Not via the standard system, you maybe able to do it with CFD (Requires Pro or Ent license)

Thanks but I've just seen that you must install the designer as separate software. I use 3cx Linux as I don't run Windows machines and just found it is only available as a exe file here

i've done something working without CFD, add CID rule and forward to IVR with no choice to deliver message and end call if this is what you want.
My CID is like that

you just need to see what is sended as caller ID for anonymous call from your sip provider and use this or part of this with * as catch all
