Play audio message before outbound calls to international numbers

Hello !
I would like to find a way to play a recording when a user calls an international number. For example saying "you're calling an international number. Be careful as a surchage may apply", and then transfer to the called number.

How can I do that ? I guess I'll have to use CFD but I don't know how to capture outbound calls to call flow
 
This is a challenge. Ideally you would want the end-user to dial a international phone number and have 3CX automatically evaluate the call, play a message, then connect the call. This is not possible.

The only option I can think of is to force everyone to ALLWAYS call first to a CFD that prompts for the desired number, then have the CFD evaluate the number, play the prompt, then transfer the call.

I thought perhaps we could divert applicable calls to an IVR, but it seems the divert API can't do it...
 
If someone is dialling an international number, I'm going to assume they have to dial an international prefix, so they probably already suspect, that the call may be charged at a higher rate, than local or national calls.They are also probably just going to go ahead and complete the call anyway, message or not. This sounds like an employee education/training issue, or, a change, to the PBX, to limit who can place international calls.
 
I can see how this might NOT be obvious. For example, I believe Bermuda, Puerto Rico, and the Caribbean share the same country code as the USA. If you see a phone number prefixed with 1, you might not realize you are calling outside the USA! If it is true with our country code, I suspect it is true in other places around the world.
