Possible to install SBC on Debian VM?

We're currently using a Windows VM for our SBC. I've tried to install it on a Debian 9 w/o success. It'll start the config of the SBC, but after entering the Authentication KEY ID, it bombs out to an error, "error: Cannot install the 3cxsbc package". Any ideas would be helpful.

Just downloaded the debian-9.11.0-i386-netinst.iso in installed from there. Is there an ISO that includes the SBC?
