Solved Question about +1 converting to 00

With all the changes made I can't find the setting that manages the +1 calling. In the contact list the contacts are saved with +1, when using the webclient to make call to a contact, it dials 00 in place of the +1, how do I change this to just dial just the 10 digit number? I made a outbound rule that strips out 00, but I am sure i am missing the setting

in your webclient navigate to settings -> audio/video and click the box next to "replace + with"
