Is it possible to restrict the number that a caller can request for the call back?

This is to stop the caller being able to change the requested call back number to a premium rate or international number.

I don't think so we can restrict the number in call back option. But you can restrict the premium rate & international prefix's in there outbound rules.

As Naveen mentioned, you cannot restrict what they caller will input during the Queue Call back request but you can restrict Outbound Calls by adjusting your Outbound Rules accordingly but do bear in mind that these calls will get logged as failed Callbacks in the Call Reports.
