Is is possible to make the network a vlan on the Pi SBC?
 
I am sure it is, what would be the point?

Because if the phones are on another vlan they won’t know how to communicate with it. Duh. I’m trying to figure out if it’s possible and how it’s done

Providing your VLAN's can communicate to each other, you PI can be on a different subnet than the phones. However we always try to group them tougher some times it is not possible.
 
Why not set the switchport that the sbc is plugged into to access ?

As above, set the vlan on the switch port
 
Maybe you need connect the SBC on Switch port whit voice vlan untagged.
