Receiving fax with Windows Server 2003 Fax Services

I setup my 3cx with Linksys 3102 as the tutorial .
Made a extension (118 as the tutorial) ive managed successfully to receive fax on an external fax machine , but when i connect the ata port to a modem attached to my windows server 2003 , the extension forwards the fax call to server , the call was answered but after 2-3 seconds , the call is terminated.
