Recommended FXO for overhead paging

Assuming that the paging system is capable of simply being plugged into a telephone socket, dialled, and it answers , you page, then you hang-up, then any basic, single line, ATA should work for you. There are a number available, here is a link to configuring the basic Cisco model(s).

An ATA has a FXS port, by the way, that goes to a phone (S=Set), a gateway has an FXO port (O=office, as in central office), it plugs into a phone socket in the wall.
 
SNOM PA1 is a good device and it has provisioning template in 3CX.

Snom is solid if you are connecting to existing Horns or Speakers. I've used Horns both with and without power. It does have a small amplifier built in and runs on POE.

If you can get the budget - the CyberData VoIP Speakers are great.
If you do not need zones - try 1 SIP Speaker then add slaves.

I use this setup for a big Cubicle Area in a new office.
