Redundacy using POTS and AWS

Hi all,
I'm dealing with a pharmacy phone system and they want phone service even if the internet goes down. So, the solution will be... OLD mighty POTS lines. However, here is the issue.
This customer has 14 marketplace locations and two of them have pharmacies. I have 3CX hosted on AWS and each location has SBCs.
- Is there any way to combine a local 3CX deployment to use it as a Backup (reduncancy) in case the Internet goes down?
- Moreover, is there any way to auto-forward the calls to the POTS line if 3CX "detect" an SBC going off-line?

Any help is greatly appreciated
 
What about a backup cellular or ptp wireless connection for internet redundancy?
 
We have a Cradle Point with Verizon with is the "best" option at that location. It doesn't work well, the signal at those locations is really bad. We are talking small towns in Florida. :(

Any chance of using Starlink? I've had good success so far using it as a primary connection with an SBC.
