Repeat Dialing On Busy

Does the system have a code i can use to repeat dial a busy phone # till it rings and then have it ring the extension when it does in fact ring?

If you mean like a "ring back" or "ring again" function where the system will reattempt to make a connection (for some period of time) to an extension that was busy and upon success ring back to your extension so you can then pick up, no; the system does not currently have this type of feature.
