not really, but using user credentials to access the API is a less elegant solution imho. I was using that in v18 when there were no client credentials grant.But as far as I know he don't need this section for config API access.
this involved creating a new extension just for accessing the API, also the user access is logged in the audit log, so if I'm authenticating with user credentials every 30 mins, the activity log is full of logins I don't need to see
