Ring-back tone on transfer

Here is the setup to my problem: callers hit the IVR, dial an extension, they are placed on hold, the extension does not answer and phone is sent to voicemail. Because the call is placed on hold during the transfer, when they hear that slight ring to voicemail, they perceive that the call went straight to voicemail after one ring. My IVR is using the standard music on hold and I would hate to have to force it to the progress tone wav file just for this purpose. Has anyone been able to customize this?
