SBC - RPi or Mini PC?

We're preparing to install new Debian SBC's, and are considering whether to stick with Pi 4's (4GB Kit ~$110.00) or switch to using Mini PC's ~$130.00 (price difference is trivial).
Historically, our Pi's have been solid, except for about 30% of them, over the course of a few years, the SD card has become confused/corrupt creating support havoc.
Mini PC's have built-in storage, though they also have a built-in fan, which can be a failure point.
I'd consider running the Pi 4 without a fan because utilization is so low.
SBC Router Phone not being considered because we'd have to change phone mfg and models, which would result in losing years of experience and customizations.

Any thoughts?

Not really because then we'd have to change from our beloved Grandstream GXP phones.

But, since you brought it up, is there a difference in SBC functionality, performance or number of phones supported between the Fanvil V62, V64 and V65?

Note that you cannot use more than 10 phones behind each router phone(including the physical router phone) and the limitations that apply on the on premise SBC regarding BLF keys are the same(up to 10 BLF keys per device).

Ok, any diff between the various Fanvil phones in what they support or how well or stable?
I'm thinking a V62 could be a cheaper alternative to a RPi for small installations.

Do those 10 BLF limits also apply when using a RPi SBC?

Yes the BLF keys is a limitation for all the SBC and for more information please also refer to this guideline.
All the devices that are supported as router phones are tested against SBC capabilities, differences are mostly on each device specifics.

I recommend the mini PCs here, solely for the non sd card storage option (although you can do a hdd on a Pi as well).
