Separate dial tone and Music On Hold

One of our client wants normal USProgresstone when caller calls the main company number which goes to reception extension and then when she put people on hold there should be MOH.
I found that I can only use one or other, Can someone please help?

Have the call to reception go to a Q and change the Q MOH to the progress tone.

MOH set globally for holding and parking will apply otherwise.
