Server error

i restart the databse service, because the system was hange.

now i cant re login into the syatem
it gives me server error

my server is hosted on google cloud, and i restart google cloud 3 times, without luck

i can connect ssh, can you give me exact command to riun inside ssh

its urgent, can you help me in that

And if any need starting
