Server license for development use

We have a full pro license that we use for our business. To use the Call Center API it says you should not develop on your production server. Can I use my pro license on a development server that will only be used for development purposes? If not how do I develop without purchasing another license?

When you apply it, I believe it says perpetual, how ever long that may be.
