Simultaneous mobile call if mobile off causes desk phone to not ring.

Had this situation with one of my clients this week.
Their extension was set to ring simultaneously to their mobile.
In this situation, the mobile was flat, so unavailable.
The deskphones would ring twice, then divert to the MOBILE voicemail.

Is this normal behaviour?

Please note that when option Ring my mobile simultaneously is selected the call is ringing both the extension and the mobile number.
If one of the two answers the call then the other stops ringing. Since the call was answered by the mobiles voicemail then the extension will stop ringing as the call is considered as answered.
