Slave/Master PBX's how does inbound/outbound work with licensing?

If i have inbound/outbound calling coming thru the Master PBX (Hub/spoke setup) WIll that count as an ongoing call on the master PBX against the license?

If you call from PBX B to PBX A, then it uses 1 SC on each system.
