SMS Feature "available only in professional and enterprise editions

I have been seeing info that the SMS and Live chat are "3CX license - This can even be the free edition" from the 3CX blog post.

I have a standard edition but when I try to save the configuration I get the you can't do that message.

Is this some kind of promotion only for new users or am I missing something?

Live Chat and Facebook are free. SMS requires a Pro/Ent license.
