so with the beta stuff available - I thought I would try the sms stuff - however it appears that its not available to standard users. Is it possible for beta stuff to be available for standard users? like the sms feature

No. By a license to use it. It's for Pro and Enterprise.

If you work with a partner they can setup a POC license for you to try it. But yes, significant resources go into making SMS work so it's not free to everyone.
