Some Incoming call not ringing

Hi,
I have a very strange issue on a new SIP service with some incoming call not working and others that do. The numbers that work are new to with the new SIP service from Spectrum - Brighthouse Networks and the DID that incoming call do not work are moved from Spectrum - Brighthouse Networks PRI service to Spectrum SIP service.

3cx version = 15.5.8801.3 on Windows Server 2012 r2 (virtualized on VMWare)

Wireshark shows that that the calls to the number that was moved for PRI service to SIP that the error message 403 Forbidden. However a call it a native number on the SIP service works.

Where is the 403 forbidden message coming from? Is it from the PBX or the provider? Are the calls to the PRI numbers hitting the PBX?
