Still receiving calls from a blacklisted number

I blacklisted a phone number in 3CX settings > Blacklisted numbers but I still receive calls from it. What am I doing wrong and how can I prevent it from calling?

Define receiving? Calls will still come in and hit the trunk but then drop (or busy maybe, I forget). But my guess is you didn't match the number correctly.

The caller is able to leave a voicemail. I copied and pasted the number from the voicemail notification email (12223334444 format).
