Subscription Expires today and "A system service is down and affects telephony"

My subscription is set to expire today. When I logged in to the portal to pay for another year, I am seeing "A system service is down and affects telephony" at the top of the page. After I paid for another year and refreshed the screen I am still seeing this error. I am assuming they are related. I paid via pay pal. I am assuming it just takes a few minutes for the error to clear?
