System Owner changed to System Administrator after V20 Upgrade

Hi all. As the title suggests, we had an extension/user that was configured as the System Owner of our on-prem instance prior to our V20 upgrade, but now when we log in as that, the role appears to have changed to System Administrator and we no longer have full access to our system functions. I have confirmed that the extension was definitely the SO prior to the upgrade by checking the DB.xml file from the V18 backup. We did our upgrade several months ago now and have only just realised that some functions are unavailable as they do not get accessed frequently. Is there anyway to regain this permission level without having to muck around restoring V18 and then upgrading again or spinning up a whole new instance and building from scratch? Appreciate any advice. Cheers.

If you check the Audit Log, do you see any relevant action taken on the SO extension?
