Trunk Provider Error 403 Forbidden - Call Forbidden

I continue to get various 3CX system errors and lately I continue check the errors to determine if it's a problem with our Patton gateway or what. When an error occurs I check the number dialed against Whitepages.com, and then attempt to dial the number from a soft-client phone linked to that site so I duplicate the issue. What I'm discovering is that the 3CX system will report it's own message as to the message reported by the phone carrier. For example:

Someone dialed a number 3 times that generated "403 Forbidden, from IP..." I call the number and get the same message "Call Forbidden, see system administrator" that kicks out the 403 error. Yet if I call this number from my Verizon cell, or a phone on an Avaya PBX, I hear a different message saying "the person you have called is unavailable, please try again later".

... 504 Server Time-out. From 3CX I called the number that generates this error and it rang about 15 times, 3CX msg, "Call could not be established contact administrator", from my cell or Avaya PBX, instantly get a fast busy.

... or, 408 Request Timeout, the 3CX message the caller hears is "Call cannot be completed, contact system administrator". Yet from my cell or the Avaya PBX, I hear "No answer, call will be ended".

Why does 3CX come back with their own response as to letting the phone provider response play? I'm also thinking of re-recording the system messages and removing the "contact system administrator" as this leads people to believe something is wrong with 3CX.
 
You may get a different response depending on where you are capturing traffic, for example the PBX may get a message back from the Gateway where if you take a caputure from the gateway you may get a different error from the provider for example.

Examples of a 403 Forbidden error could be in some cases a password issue or where the SIP Server has received a client request but won’t provide the service requested - such as a conference the client has not been registered for.

Please describe your setup in more detail, what type of Patton PSTN gateway are you using ? FXO or ISDN BRI/PRI ? You could also take a trace from the Patton gateway itself and see what it is reporting, use the following for the commands you need to input into the CLI:
