Turning off/modifying System Notification spam group chat?

I'm not sure when this started but I'm seeing spam group chats automatically created for various things sent as System Notifications. I remove an extension and it spends a spam chat to everyone in the system that the extension was removed, license renewal data a half month away and spams everyone on the system, not sure what else triggers this yet but I don't recall seeing this before. Can it be modified or turned off?

By any chance is this some mode it goes into that any admin changes while this warning for license renewal is active, it spams everyone by default? We are migrating this system later this week so we aren't renewing this license.

How can you disable manager role from getting system notifications ?
